Over a period of two decades, the Philippines has experienced a political transformation that can be characterised, at best, as an attempt to continuously define and redefine the contours of a liberal democratic order with social movements and citizen participation as a core feature of social and political life.  One feature has nevertheless endured:  the Luneta Park. Set smack in the centre of old Manila, the park remains a public site and a potent political symbol.
